TL;DR – Yes, Lake Senba & Kobun Terrace are great rest stops when visiting Kairakuen Garden.

On 25th April 2026 I visited Lake Senba and it’s a little bit like a celebrity using plastic surgery to improve their image because they built a whole new complex beside it with shops, restaurants and cafes to revitalize Senba Park and bring in more patrons.
Lake Senba (千波湖) is a freshwater lake in the heart of Mito City and is part of Senba Park and now Mito Kobun Terrace where locals go to exercise, cycle, ride swan boats, relax and spend time with their family.
I must confess I did not know about Mito Kobun Terrace at first and just wanted to visit Lake Senba and Senba Park. But it just so happened that I was there on the 2nd day of Mito Kobun Terrace’s opening. One of the perks of being spontaneous I guess.
Anyway, I will let you know what my experience was like and why you should consider visiting Lake Senba when you visit Japan.

How to Get to Lake Senba/Mito Kobun Terrace
Via Mito Station
Lake Senba is only about a 15-20 minute walk from Mito Station. However Mito Station is closed to the East side of the lake. Mito Kobun Terrace and Kairakuen Garden are all towards the West side of the lake, so that would be another 15-20 minutes walk.
Mito Station is about 1hr 16 mins away from Tokyo station via the Hitachi 23 Limited Express Iwaki train. It costs about ¥4000.
Bus to Senbako Stop
If you don’t want to walk, you can buses from the Platform 6 at Mito Station towards Senba. They should stop at Senbako stop, much closer to Kairakuen Garden and Mito Kobun Terrace.
Kairakuen Station
Kairakuen Station is actually much closer to Kairakuen Garden and Mito Kobun Terrace. However it’s only opened during the peak of the Mito Plum Blossom Festival (usually mid-February to late March).

There is parking at Mito Kobun Terrace complex but it is paid.

Free Parking around Lake Senba
If you want free parking there is plenty of that around Lake Senba and in between the lake and Kairakuen Garden. You would have to walk about 5-10 minutes to Lake Senba but in my opinion it’s a better place to park at as it’s in between Lake Senba and Kairakuen Garden.

Both Lake Senba and Mito Kobun Terrace are opened 24 hours. But the shops at Mito Kobun Terrace have their own opening hours.

Lake Senba and Mito Kobun Terrace are free of charge.
Lake Senba

Lake Senba is a lake surrounded by Senba Park, a local city park where mostly locals come to exercise, relax and spend time with their families. Lake Senba’s path is about 3km in length and takes about 45 – 60 minutes to walk around the entire lake. There are a few fountains in the lake as well.
It was quite busy as we were there on a Saturday and the Mito Kobun Terrace shops had literally just opened. But it still had the relaxing vibe that a city park would have.
Swan Boat Paddling (石川貸ボート店)
One of the highlights of Lake Senba is swan boats (白鳥ボート). It’s popular among couples and families with small children.

🐟 Fish food (さかなのエサ) available for ¥100 to feed swans and fish. Best visited in warmer months — can be cold and windy in winter. Prices may change — check with Ishikawa Boat Rental (石川貸ボート店) on the day.
You can purchase fish food (さかなのエサ) as well for ¥100 to feed the swans and fish in the lake.
It was still pretty cold (about 15°C) and windy when I was there, so there weren’t that many swan boats out on the lake. Most people (including me) were queuing up for a hot beverage instead.

There are quite a few good photo taking spots for Lake Senba.
Bridge to Kairakuen Garden
There is a overhead bridge that you can take to Kairakuen Garden just near the Swan Boat shop (石川貸ボート店). There might be some trees in the way but you should be able to get a nice panoramic shot of the whole lake.
Kobuntei

Another great place to take photos of Lake Senba is from Kobuntei Terrace inside Kairakuen Garden. However this is a paid option as you would need to purchase tickets into the garden and another separate ticket into Kobuntei (¥550 in total).
But once you get into Kobuntei on the top floor, you get a really nice view of Lake Senba.
Mito Kobun Terrace

Mito Kobun Terrace is a new lakeside complex with shopping, cafes and restaurants right beside Lake Senba. Opened on 23rd April 2026, they have lots of shops including: Potato Labo, Sembako Base Camp, Senba Brewery, Doutour Park Cafe, niko and BASE… and a marketplace (農産直売所 あぜみち Nōsan Chokubai-sho Azemichi) that had not opened yet.
There is even a small kimono rental shop (Kimono Rental Sennariya) where you can rent kimonos for photo shoots. Presumably for either Lake Senba or Kairakuen Garden.
As we had already eaten, we just got coffee at Doutour cafe. Some of the cafes or shops have takeaway windows sort of like a drive through, but meant for you to order takeout. So you don’t have to queue up inside the shop.

Because it was new Doutour gave everyone who ordered a small free packet of coffee powder as a welcome gift.
Mito Kobun Terrace was quite busy considering it was the weekend and it just opened. At the moment it’s hard to tell how busy Mito Kobun Terrace will be eventually, but hopefully it will continue to do well and other places can do the same to revitalize Japan’s tourism outside Tokyo.
Some Tips
– Check the calendars for Mito Kairakuen Garden and Art Tower Mito as well for events. Visiting all three locations when they have events makes the day trip to Mito worth it.
– Consider visiting during the warmer seasons if you are thinking of taking the Swan Boat (白鳥ボート).
– Most payment methods are accepted at the Mito Kobun Terrace Shops.
Is Lake Senba Worth Visiting?
Yes, Lake Senba is worth visiting if you are visiting Mito Kairakuen Garden as well. Previously I would have said no, but with the newly built shops, cafes and restaurants around the lake, it makes it a much better stop while also visiting Kairakuen Garden.
Mito Kobun terrace has really made the atmosphere at Senba Park much more pleasant to visit and relax.
You could take a one or two day trip to Mito for Kairakuen Garden, stop by Mito Kobun Terrace and Lake Senba as a break or rest stop before travelling back to Tokyo (or elsewhere).

Spring Cherry Blossoms
Another time that Lake Senba would be worth visiting is during the Spring Cherry Blossoms period. The lake has around 700 cherry trees (mostly Somei Yoshino) and looks like you are in an anime.
When is the best time to visit Lake Senba?
The best time to visit Lake Senba would be during the Mito Cherry Blossom Festival (late March – mid April). Besides the beautiful cherry trees, there will be lots of food, drink and crafts stalls set up giving you the full Japanese festival experience.
I was about 1-2 weeks late this time on my visit, but the Mito Cherry Blossom Festival is on my list of festivals to attend in the future.
Combining with Other Mito Attractions
Art Tower Mito
If you are looking for something else to do in the city, check out Art Tower Mito. It’s a striking looking tower that you probably would have seen while driving into the city. It has an observation deck, art musuem and crafts markets on some weekends. Even stopping for 5 minutes to take photos of the tower is an interesting experience.

If you decided to stay in Mito City, staying near the city center is a good idea as it gives you easy access to public transport and is fairly easy to travel around the city.
If you are on a driving holiday, you can consider staying at the R9 The Yard Hotel like I did. They are also slightly further out from the city centers so it’s better if it’s done with a driving holiday.
